Board of Selectmen Minutes 04/14/2009
Board of Selectmen April 14, 2009

At the meeting of the Randolph Board of Selectmen held Monday, April 14, 2009, the following were Present: Chairman Paul Connors, Vice Chairman James Burgess, Paul Fernandes, Executive Secretary David Murphy and Recording Secretary Cheryl Sass. Not Present:  William Alexopoulos, Maureen Kenney.  Meeting opened by Mr. Connors at 6:23 pm.  

Hearing - Sunnyside Café, 866 North Main Street–Request for Common Victualler License

Mr. Connors read the notice of hearing.  Mr. Apazidis is going to open a restaurant at the old Friendly’s Restaurant, hours will be 6 a.m. – 10:00 p.m., Sunday 6 a.m. – 3:00 p.m.  Not requesting a beer and wine license.  Mr. Apazidis provided the board with a copy of the legal notice, which was read by Mr. Connors.  Mr. Connors asked, three times, if anyone was present to speak in support or in opposition to the applicant.  There was no response.  

Mr. Apazidis has been in the Restaurant business for 25 years.  He has a restaurant in North Attleboro and also ran Classic Pizza in Braintree for 10 years until his lease expired and was not renewed.  He runs Classic Pizza on the Holbrook/Brockton line.  He plans to have a full breakfast menu, and plans to serve diner style dinners.  Mr. Apazidis plans to upgrade the seating, but the layout will remain the same.  He does not plan to use the takeout window right now, and in the future if he decides to use it, he will come back before the Board.  He plans to paint the outside or possibly bring the brick back.  His purchase of the building is contingent upon the granting of the license.  Letters from Building, Fire and Board of Health – there are no objections.

Mr. Burgess made a Motion to grant a Common Victualler License, seconded by Mr. Fernandes and amended the hours of operation to 6 a.m. -10 p.m. 7 days a week.  Voted 3-0.  

Hearing – National Grid - Pole Relocations, Warren Street and Mazzeo Drive
There are three pole locations – first is across from Warren Ave., second is on Warren Street near McDonalds, and the last is at the location near the additional parking area for the cinema.  
Pole #6 – existing pole near McDonalds.  Requested a concrete sidewalk not filled with asphalt.  Mr. Burgess made a Motion to relocate Pole #6 on Warren Street, seconded by Mr. Fernandes.  Voted 3-0.
Pole #14-84 – installation of a new pole with an anchor and a guy wire.  No effect on any existing trees.  Mr. Burgess made a Motion to install pole #14-84, seconded by Mr. Fernandes.  Voted 3-0.
Pole #2284 – Warren Street at Shaw Property located on the driveway.  There are two marks.  One is on the street, but there is another one inside the driveway.  There was a stake for the pole and a stake for the anchor.  National Grid states that the marks are not in the driveway.  After a site inspection, a motion was made by Mr. Burgess, seconded by Mr. Fernandes, to allow the pole at the location marked on the street, with a modification to the position of the guy wire, which will be moved to the back side of the white picket fence on the adjacent property.   Voted 3-0

Report of Executive Secretary

Recommended offering the position of Principal Clerk to Cheryl Darche, as a transfer from the Library.  Motion to offer the position made by Mr. Burgess, seconded by Mr. Fernandes.  Voted 3-0.
Mr. Murphy requested that the Board accept the letter of resignation of Building Inspector Mary McNeil.  Mr. Burgess made a motion to accept letter of resignation of Mary McNeil.  Seconded by Mr. Fernandes.  Voted 3-0.  Mr. Murphy to draft letter of thanks.
Mr. Murphy informed the Board that Sunday, April 26 is the Opening Day Parade for Randolph Youth Softball and Baseball Association.  The parade begins at noon at the High School Poolside Parking Lot.  
At 6:40 p.m. Mr. Burgess made a motion to adjourn seconded by Mr. Fernandes.  Voted 3-0.
