Board of Selectmen Minutes 07/02/2007

At a special meeting of the Randolph Board of Selectmen held Monday, July 2, 2007 at 4:30 p.m., the following were present:  Chairman Paul J. Connors, Vice Chairman and Clerk Richard W. Wells, members James F. Burgess, Jr., William Alexopoulos, and Maureen C. Kenney, Executive Secretary Michael J. Carroll, and Administrative Assistant Linda M. Sproules.

Mr. Connors said that the hearing scheduled for Thursday, July 5th at 5 p.m. would be continued to Tuesday, July 17th at 4:30 p.m. because the cable office is closed from July 4th through the rest of that week and would not be able to televise the hearing.  Mr. Maloof had requested that it be televised.

A discussion was held concerning the position of Acting Director of Recreation and Youth Departments.  Both departments were consolidated without the benefit of job description consolidation.  Mr. Alexopoulos moved to leave it the same as it is.  Seconded by Mr. Wells for discussion.  There is a Personnel Board meeting scheduled for tomorrow to discuss reclassification.  The Board of Selectmen will take this up on July 23rd.  Ms. Kenney expressed her concern about the $91,000 salary.  She felt that the Youth Coordinator position was zeroed out and the interim Recreation Director salary was set at $81,000.  She said there is no longer a Youth Coordinator.  The salary of the Youth Outreach Worker was cut in half and moved to the Selectmen's budget.  Discussion went back and forth concerning the budget plans (A & B) submitted by the Board of Recreation.  Mr. Alexopoulos said the Selectmen accepted Plan A as did Town Meeting.  Mr. Carroll said that Town Meeting voted the sum of $227,349 to be used for salaries and $115,700 for expenses.  The Youth Outreach Worker position was funded by half - $22,000 for salaries and $500 for expenses.  Mr. Wells said he was concerned about the salary.  Ms. Kenney said it looks like we are giving a raise after listening to complaints about performance.  Mr. Connors said the Board of Selectmen hasn't carried out the process regarding the job description and we are continuing the position at this rate until we make the position legal.  The Board was acting on the advice of Town Counsel's office.  Mr. Connors said that we did not have a job description.  There should be a subcommittee of Selectmen, Personnel and the Recreation liaison to make the job description.  Motion by Mr. Alexopoulos, seconded by Mr. Wells, to appoint Paul Maloof to the temporary position of Acting Recreation Director, effective July 1, 2007 and until further notice, and Mr. Maloof to serve in that position at the pleasure and discretion of the Board of Selectmen, to perform the duties required, and to be compensated at a rate which annualizes to $91,000.  Ms. Kenney said that if this is to fix a snafu and is on the advice of Town Counsel, she would go along.  She said that if there is a problem, she wanted it revisited.  Voted, 4-1 (Burgess).

Voted, 5-0 to adjourn at 5:00 p.m.
