Board of Selectmen Minutes 06/25/2007

At a special meeting of the Randolph Board of Selectmen held Monday, June 25, 2007 at 10 a.m. the following were present:  Chairman Paul J. Connors, members William Alexopoulos and Maureen C. Kenney, and Administrative Assistant Linda M. Sproules.  (Selectmen Burgess and Wells were unable to attend.)

Personnel Director Michael Lane, and Recreation Board member Richard Sass were also present as well as two members of the press.

This is a posted meeting for the purposes of approving the part-time summer recreation employees, approving Ch. 77 transfers, and any other action needed, such as naming this year's parade marshal.

Recreation summer hires

A master list of names of the part-time summer recreation hires as provided by the Interim Recreation Director was provided to the members.  Recreation Vice Chairman Richard Sass said this list was never approved by the Board of Recreation; however they do not wish to hold it up. Therefore they would not object.  Mr. Connors said it was done the same way last year.  Prior to that it was given to the Board of Recreation.  Mr. Alexopoulos asked to view the hiring sheet on each.  Ms. Kenney asked Mr. Lane if they fill out applications.  Affirmative.  She asked if there was any hiring policy or protocol on record setting the criteria for hiring.  She said she would like the positions to be dedicated to Randolph grads that could use the money.  She would prefer that a student get the job over a school teacher.  Mr. Lane said the only protocol is general.  There are parameters pursuant to MGL regarding age. Ms. Kenney asked Mr. Lane to survey area towns for next year to get their policies or protocols. Mr. Alexopoulos moved to approve the 13 names submitted.  Seconded for discussion by Ms. Kenney.  She said she would like to give preference to Randolph residents and not to out-of-towners.  Mr. Connors said he could vote for that if Mr. Alexopoulos' motion failed.  Mr. Alexopoulos said that one non-resident is a program director and the program started today.  This would not serve a good purpose.  He said to do it for next year.  These are not camp counselors.  Mr. Connors said there are two program supervisors and one director.  Mr. Connors asked Mr. Lane to provide a list with details next year.  Ms. Kenney said that we have two interim managers in Recreation now and that they could do this function.  Mr. Alexopoulos said the applicants have teaching backgrounds.  Mr. Alexopoulos' motion failed, 1-2 (Connors, Kenney).    

Ms. Kenney moved to approve the hiring of all but three who are out-of -owners.  Mr. Connors asked Mr. Lane to provide the list of the other hires with detail by this afternoon.  Voted, 2-1 (Alexopoulos).  Mr. Lane said the program started today and that they are already working.  We would have to pay them for the day.  Members agreed.

Ch. 77 transfers

The Executive Secretary had earlier provided a memo with the list of the proposed transfers and the accounts to fund them.  Mr. Connors read the memo.  Mr. Alexopoulos moved to approve the list.  Seconded by Ms. Kenney.  Voted, 3-0.

Parade marshal

Mr. Connors said that last year when Auxiliary Police Chief Anthony Buonopane was stepping down, the Board proposed naming him the honorary parade marshal.  Mr. Alexopoulos moved to name Tony Buonopane as the Honorary Parade Marshal.  Seconded by Ms. Kenney.  Voted, 3-0.

Voted, 3-0 to adjourn at 10:25 a.m.
