As we issue this 2010 annual report, we do want to recognize that as all of us continue to struggle with a challenging National economy we, your Design Review Board as well as property owners in Randolph have worked hard to make meaningful improvements in properties.  We have tried to balance the costs associated with these projects with the need to make all projects be harmonious with the location and the overall goals of the Town’s residents.  As a place that looks inviting for all.

In a year that saw challenges to the DRB with some saying that the process is not “business friendly” and a move to remove many of the requirements  that produced designs like The McDonalds Building, The Sarver Building in North Randolph or the North Randolph Dunkin Donuts and The new industrial building at the entrance to York industrial Park.  We have tried to make the case that if Departments such as building where the process starts would explain the requirements up front then many of the questions and misconceptions would be prevented at the front end of the process and not become a “concern” for applicants and those that do not understand the history of why DRB was created and voted by the Town Meeting in the first place.

So we are concerned for our future, yet we are hopeful.  Hopeful that the new Town Planner will be able to make a difference in striking a balance between the New Site Plan process and the Design Standards that you have fought hard for, for Randolph.  So we are anxious to see what 2011 brings.  Even with that, we will continue to function at our highest rate possible and have done so in 2010

In 2010 we heard 19 new applications, and voted to approve all, some with modifications but all applicants have been heard in a timely manner most within two weeks of filling their application. We have had many informational meetings with property owners to discuss future projects. ~We also have collected and turned over $1650.00 to the General Fund of the Town.

We would like to thank Jean Duddy who left the Board this year; her knowledge and years of service have been an asset to the Town.  Thank you to Town Clerk Brian Howard and his staff; the Town Manager’s Office; George Fabrizio and Liz Bouche of the Building Department and a special thanks to our clerk Kristin McDonald.

So as 2010 ends and we begin a new year we will be changing a few ways applications will be handled. Mostly with an eye towards increasing the involvement of our Town Planner. We hope this all meets with approval, and as always all are welcome to present their ideas to us and how we can be better, and we welcome this dialogue.
